I purchased my filter from KillDirt and not Amazon. See my customer image for the item I was shipped, which was clearly not a genuine Bissell product.
Anyway, the product itself. Even though the description says it is the inner filter only, the one I received had both the inner and outer filter, so it was ready to go right out of the box. I removed my old filter, washed out the dust containers and put everything back together and I was ready to rock and roll. My old filters were so clogged up that there had been heavier dirt that stayed at the bottom of a U-shaped tube… Right after I turned the vacuum cleaner on, it was able to suck up all that junk that had been sitting there! Wow! My vacuum now has renewed sucking power! So glad I don’t have to replace my vacuum!
