Try the Hoover U5140900 Tempo. This thing goes for under 70USD at Amazon and it gets good consumer reviews. For your needs this sounds perfect. There is an excellent review of this at Vacuum Cleaner Advisor. I cannot think of anything in the 40-50 dollar range that is going to do a decent job for you.
I wouldnt get anything too big. When I lived in an apartment I had a small red dirt devil vacuum. It was only like $25, and I think I got it at k-mart. Whatever you buy, be sure to look at the bottom of it. Sometimes they only have a small opening for the dirt to go in and those are not anygood…..make sure there is a big opening! Good Luck!
