Why wont the water come out of my Hoover Steam cleaner?

kreativekona need help to clarify doubt about : Why wont the water come out of my Hoover Steam cleaner?
My Hoover steam cleaner has two primary tanks; one in which the clean water goes into and another in which the dirty water goes back into… The Clean water tank also has a smaller tank in which the cleaning solution is poured into and when I push the button on the back to release/mix the solution with the water, only the cleaning solution is coming out,no water? Please advise.

Check the filter that goes into the dirty tank, my filter always has cat hair stoping it. Also check for any leaks in the jet line..
